Regular Meeting

Minutes will not become official until accepted at the next Regular Selectmen’s Meeting

June 10, 2013.

 

Members present:, Don Bedford, Tony Reny, Ronald Grant - Chairman, Charles Noonan – Town Manager, Kevin Mower, Mark Christman and Sally Ann Hebert –Recording Secretary. 

 

Members absent:   None.

 

Staff present:   None.

 

Others present:  None.

                                     I.      Call to Order

 

Ronald Grant, chairman called the Board of Selectmen’s meeting to order at 7:00PM.

 

 

                                  II.      Public Discussion

 

None.

 

 

                               III.      Acceptance of Minutes

 

Tony Reny motioned to waive the reading of the minutes, and to approve the acceptance of the minute’s dated May 6th meeting upon signature of chairman, Ron Grant’s signature. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

 

IV. Treasurers Report

 

Charlie Noonan reported a balance on hand after today’s warrant of

$ 35,298.24. Excise tax collection is at 42% of projected. The town has used $300,000 of the TAN to date.

 

 

 

 

 

 

V. Roads

 

Charlie reported the road crew has been patching, ditching and installing driveway culverts. The guardrail on College Road has been replaced.

 

V1. Old Business

 

A. FEMA

 

Charlie reported the Town has received $4,509.00 from the State for their share of the storm damage. The Board of Selectmen will hold off until end of year on where to allocate these monies.

 

B.     SAD 52 Annual Meeting

 

The referendum validation vote is May 21 1-7 at Greene Town Office.

 

C. Litigation

 

The Board will go into executive session at the end of the meeting.

 

D. Other

None.

 

VII.                New Business

 

a.      Fire Chief/Assistant Appointment

 

Tony Reny appointed Bruce Sanford as Greene Volunteer Fire Department Fire Chief following the election by the fire department members. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Tony Reny appointed Rodney Gagne as Greene Volunteer Fire Department Assistant Fire Chief following the election by the fire department members. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Charlie to pen letter to Phil Lavoie thanking him for six years as Chief.

 

b.      Paving Bids

 

Charlie has sent out 8 paving bids and placed the ad in the Lewiston Sun Journal. Bid opening is June 12th at 2pm. Bid will be awarded within 30 days.

Possible that 4 miles of paving be done one two mile section and two one mile sections.

  

c.       Credit Cards

 

The office will start taking credit cards tomorrow morning. There is a charge to the customer to the credit card company ($ 1.00 up to $40.00 & 2.5% of $40.00)

 

d.      Commitment Date June 17

 

The Town does not have any firm figures from the State on income for the 2013 year. Tony Reny motioned to have a Special Town Meeting on June 10th at 7PM to change the date of commitment. Mark Christman 2nd the motion. Vote was unanimous. Motion passed.

 

e.       Supplemental

 

Tony Reny motioned to supplement Tax Account # 2503 for $ 422.30 for 2011. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Tony Reny motioned to supplement Tax Account # 2503 for $ 431.84 for 2012. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

f.       Junk Yard Permit – Hearing Date

 

Tony Reny motioned to have a Public Hearing on Perkins Junkyard application on June 10th at 6:45 PM. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

g.      Homestead Valuation

 

Mark Christman motioned to sign the 2013 Ration Declaration on Homestead Reimbursement. Tony Reny 2nd the motion. Vote was unanimous. Motion passed.

 

h.      Personnel Matter

 

The Board will go into Executive Session at the end of the meeting tonight.

                                           VIII.Appointments

 

None.

 

 

                                                 IX.      Committee Reports

 

 

Tony Reny reported the Conservation Commission is working on the presentation at Greene Central School regarding scholarship program as Conservation Camp at Bryant Pond.

 

Don Bedford reported the Planning Board met – there discussed a 3 lot subdivision. There will be a site plan visit on 5/30 at 6pm. They also discussed a change to Valentine’s Country Meadow Lot 2 to change the entrance driveway. There will be a site plan visit on 5/30 at 7pm. Security Shredding was also before the Planning Board for a change of use from shredding shop to auto repair shop.

 

The Board is looking for a replacement volunteer for David Chabot on Sabattus Lake Dam Commission.

Ron read the announcements aloud. The VFW will hold a Memorial Day                      Service Monday at 11AM.

 

 

                                                 XI.      Selectmen Acceptance & Signing of Weekly Warrant

 

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 37 dated 5/13/13 of $ 8,641.53. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 38 dated 5/13/13 of $ 22,842.23. Don Bedford 2nd

The motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 39 dated 5/20/13 of $ 10,759.72. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 40 dated 5/20/13 of $ 284,615.77.  Don Bedford 2nd

the motion. Vote was unanimous. Motion passed.

 

 

Kevin Mower motioned to accept and sign the Julia Adams Morse Library

Warrant # 10 dated 5/20/13 of $ 1,287.21. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

 

 

Kevin Mower motioned to accept and sign the Greene Village Day Warrant #13-01 dated 5/20/13 of $ 287.31. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

                                              XII.      Adjournment

 

Tony Reny motioned that the Board enter executive session to discuss a legal matter pursuant to 1 MRSA, Section 405, subsection 6(E). Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Tony Reny motioned that the Board enter executive session to discuss a personnel matter pursuant to 1 MRSA, Section 405, subsection 6(A). Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

They will not have anything to report and will not be coming back to regular meeting.

 

The Board entered into Executive Session at 7:35PM. The Board adjourned from Executive Session at 8:07 PM
