Regular Meeting

February 25, 2013

Minutes will not become official until accepted at the next Regular Selectmen’s Meeting

March 11, 2013.

 

Members present:, Don Bedford, Tony Reny - Acting Chairman, Charles Noonan – Town Manager,  Kevin Mower, Mark Christman and Sally Ann Hebert –Recording Secretary. 

 

Members absent:  – Ronald Grant on vacation.  

 

Staff present:   None.

 

Others present:  None.

                                     I.      Call to Order

 

Tony Reny - acting chairman called the Board of Selectmen’s meeting to order at 7:00PM.

 

                                  II.      Public Discussion

 

None.

 

                               III.      Acceptance of Minutes

 

Kevin Mower motioned to waive the reading of the minutes, and to approve the acceptance of the minute’s dated February 11th meeting upon signature of acting chairman, Tony Reny’s signature. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

IV. Treasurers Report

 

Charlie Noonan reported a balance on hand after today’s warrant of

$ 468,375.52. Charlie reported the State Revenue Sharing received for January and February 2-13; is $8,000.00 more that received January and February 2012. If the article for TAN is approved at March Town Meeting, the town may be using this by May.

 

V. Roads

 

Snow storms keep on coming on weekends. The Town Manager and Board of Selectmen commended the Highway Crew on the good job they are doing. The Board reminded the residents to be patient when there is a snow storm for the roads to be plowed.

V1. Old Business

 

    A. Dispatch

 

Charlie reported everything is just about read for Lisbon to be dispatching the calls for Greene Fire and Rescue. Testing was being done today.  

 

    B.  Allen Pond Stocking Hearing 3/5/13 1:00PM rm 206   

 

The hearing on the stocking bill is scheduled for March 5th at 1:00 PM Cross Building. Article 56 of the 2013 Annual Town Meeting Warrant has money to be used for stocking/and or upgrading boat launch on Thomas Road.

 

C. Tri-Town Meeting 3/14 6:00pm Leeds

 

The meeting is scheduled for March 14th at 6pm at Leeds Town Office. The legislators and senators representing the tri-town will be in attendance along with representatives from the Androscoggin Sheriff’s Department and RSU 52 School Board.  

 

D. Elections/Annual Town Meeting

 

Tony announced ron Grant, Don Bedford, Glenn Chateauvert and Robert Stevens are on the ballot for Selectman and Diana Morgan is on the ballot for RSU 52 Director.

 

Tony reminded the residents a yes vote on Article 3 repeals the Flea Market Ordinance; a no vote keeps the ordinance.

VII.                New Business

 

a.      FEMA “NEMO” Storm Designation

 

Charlie reported Androscoggin County has exceeded the amount to qualify for FEMA reimbursement for the NEMO snow storm. Greene expended $24,265.00; FEMA reimburse 80% and the State of Maine reimburse 10% if the declaration is declared.

 

                         

 

 

  b. Other

 

Charlie reported the Turner Center Bridge replacement project has begun. Reed and Reed Construction has been awarded the contract. There will be times the bridge will have one way traffic; thi will be controlled by flaggers.

 

Tony Reny reported there is a pamphlet published by Maine Municipal Association “A citizen’s guide to Town Meeting” available at the Greene Town Office.

 

Sally Ann Hebert reported a PDF copy of the Greene Town Report 2012 is published on the Town of Greene website.

 

                                           VIII.Appointments

 

None.

 

                                                 IX.      Committee Reports

 

Tony Reny reported on the RSU 52 budget for 2013-2014.

 

Don Bedford reported the Planning Board did not have a meeting in February as they were unsure what a quorum was. This is being clarified.

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 13  dated 2/15/13 of $ 11,278.23. Mark Christman  2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 14 dated 2/15/13 of $ 274,897.59. Mark Christman  2nd

the motion. Vote was unanimous. Motion passed.

 

 

 

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 15 dated 2/25/13 of $ 11,002.23. Mark Christman  2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 16 dated 2/25/13 of $ 37,521.04.  Mark Christman  2nd

the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Julia Adams Morse Library

Warrant # 04 dated 2/25/13 of $ 1,484.90. Mark Christman    2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Ella Augusta Thompson Fund Warrant  #02-13 dated 2/25/13 of $ 1,983.51. Mark Christman  2nd the motion. Vote was unanimous. Motion passed.

 

                                              XII.      Adjournment

 

Kevin Mower motioned the Board adjourn. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

The Selectmen’s meeting adjourned at 7:47PM.
