Regular Meeting

March 12, 2012

Minutes will not become official until accepted at the next Regular Selectmen’s Meeting

March 26, 2012.

 

Members present: Don Bedford, Tony Reny - Acting Chairman, Kevin Mower, Charles Noonan – Town Manager, and Sally Ann Hebert – Recording Secretary. 

 

Staff present:  Brent Armstrong and Gary Bedford Greene Highway Department.

 

Members absent:  Ronald Grant – vacation; Mark Christman– work.  

 

Others present:  William St Pierre – Representing Valentine Way Road Association; and Ron Nadeau MSAD 52 School Board Director.

                                     I.      Call to Order

 

Tony Reny, Acting Chairman, called the meeting to order at 7:00PM.

 

                                  II.      Public Discussion

 

None.

 

                                 III.      Acceptance of Minutes – February  27, 2012

 

Don Bedford motioned to waive the reading of the minutes, and to approve the acceptance of the minute’s dated February 27th meeting upon signature of acting chairman, Tony Reny. Kevin Mower 2nd the motion. Vote was unanimous.  Motion passed.

 

                                IV.      Treasurer’s Report

 

Charlie Noonan reported a balance on hand after today’s warrant of

$ 289,215.23. Charlie reported the 2012 approved town budget is reflected on the expense and revenue report this week.

 

The Town will be taxing out a TAN note soon.

 

V. Roads

 

Charlie reported the roads are taking a beating this year due to the weather. The crew is doing patching and maintenance on equipment.

 

MDOT has smoothed the railroad crossing on Sawyer Road.

                                VI.      Old Business

 

a. Flea Market Application  

 

The Board discussed at length the application, reviewed the sketch provided and the pictures provided by the Code Enforcement Officer and the Board. They discussed what signs are allowed to stay or not stay. The safety of customers entering and exiting the property. The town liability if the license is issued.

 

Kevin Mower motioned to deny the application regarding the number of signs is over the number allowed per Flea Market Ordinance. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

           

B. Annual Town Meeting/Election   

 

Tony publicly apologized to the town employees for not stepping up at Town Meeting regarding their pay. The Town Meeting is the governing body and the Board has to follow the vote of the people.

 

Brent Armstrong read a statement to the Board after accepting Tony’s apology (copy of statement is attached to the minutes).

 

Sally Ann Hebert announced that the article the voters amended affected the monies that are paid to the election workers. The election workers pay was increased this year as there is two big elections (June primary and November presidential election).

 

Ron Nadeau thanked the residents for his votes for MSAD52 School Board Director. He did say the discussion of him not being allowed to serve on the Town Budget Committee was in error.

 

c  Tri-Town Meeting Thursday March 22 600 pm Leeds

 

Tony reminded the Board of the Tri-Town meeting on the 22nd. The school Board will be in attendance, winter maintenance by towns at the schools and dispatch services will be on the agenda.

 

d.      Dispatch

 

Charlie reported the Androscoggin County Commissioners will make a discussion on March 21st regarding the dispatch from Androscoggin Sheriff’s Office. The committee of the towns will be meeting at the Greene Town Office March 16th at 10:00 am.

 

 

e.      School Budget

 

The Board discussed the school budget and how the townspeople voted down raises for the Town employees that the townspeople should look at the school budget.

                                    Don Bedford motioned to appoint Charles Noonan as Town Manager, Town

                                    Clerk, Treasurer, Tax Collector, Road Commissioner and General Assistance

Administrator until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Sally Ann Hebert as Registrar of Voters until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Carol Buzzell Inland Fisheries & Wildlife Clerk and Motor Vehicle Agent until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Alden Peterson as Emergency Management Director and 911 Addressing Cordinator Officer until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Marc Theriault as Appeals Board Member until March 15, 2017. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Joanne Boyington, Richard Clark, Sally Ann Hebert, Michael Stephanak, Brenda Theriault and Marc Theriault as Cable TV Committee members until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Carol Buzzell, George Farris Jr, Steve Goulet, Peter Jolicoeur, Phil Lavoie, David Lepage, Dan Moreau, Phil Moreau, Charles Noonan, Alden Peterson, Brenda Theriault, and Bruce Tufts as Capital Improvement Committee members until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

Don Bedford motioned to appoint Thomas Crosby, Rachel Goulet,  Steve Goulet, David Lepage, Maurice Levasseur, Judy Marden, Anthony Reny, Mitchell Ross, and Steve Royer as Comprehensive Plan Committee members until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

 

Don Bedford motioned to appoint Anthony Reny  as Conservation Commission  Member  until March 15, 2015. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Carol Buzzell, Christos Gianopoulis, Annette Roy, Brenda Theriault and James Weston as Greene Community Scholarship Committee members until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint John Belisle, Sally Ann Hebert and Marc Theriault as Greene Economic & Community Development Group members until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Barbara Bubier, Phil Lavoie and Bruce Sanford as Greene Fire Development Benevolent Fund members until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Joanne Boyington, Rachel Goulet and Shawn Lavigne as Greene Village Celebration Committee members until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Peter Jolicoeur as Greene Planning Board  member until March 15, 2015 and Mark Randall as Greene Planning Board Member (replacing Gaetan Breton) until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint George Schott and John Bennett as Greene Planning Board Committee Associate members until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Glen Chateauvert, Jamie Lachance, Shawn Lavigne, Andre Leblanc, Wendell Strout Jr and Bruce Tufts as Greene Parks and Recreation Committee members until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

 

Don Bedford motioned to appoint David Chabot as Sabattus Lake Dam Commission Member until March 15, 2015. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Holly Ewing, Matt Higgins, Robert Hodgkins, Daniel Moreau, Marc Theeriault, Adam Varney and Charles Varney as Greene Solid Waste Committee members until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

Don Bedford motioned to appoint Lucien Asselin, Harry Darling, and Harry Gorman as Constable to serve civil papers only until March 15, 2013. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

b.      Valentine Way

 

Board of Selectmen received good deed for transfer of ownership of Valentine Way to the Town of Greene. Charlie Noonan will inspect the road again before filing the deed. Tony Reny told William St Pierre that he appreciated the residents of Valentine Way staying at Town Meeting until the end; not leaving the meeting after their road was accepted.

 

c.       Library Policy

 

Don Bedford motioned to allow Julia Adams Morse Library have a public hearing on the computer internet policy as required by the State of Maine on March 26th at 7pm. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

The Board also received a copy of the Julia Adams Morse Library 2011 Budget end of Year Report.

 

d.      Customer Service Course

 

Don Bedford motioned to close the Town Office on March 28th for Sally Ann Hebert, Carol Buzzell, Harry Childs, and Charles Noonan to attend Customer Service Excellence Training. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

e.      Town Office Usage for Meeting

 

Charlie has okay a group of citizens to meet with Senator Garrett Mason Saturday March 17th 3-6pm. someone from the office staff will be at the office; the group will pay them directly.

Sally Ann Hebert gave a plea for volunteers for the various committees and the need for election clerks.

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 17 dated 3/5/12 of $ 6,656.07. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 18 dated 3/5/12 of $ 22,197.42.  Don Bedford 2nd

 the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 19 dated 3/12/12 of $ 6,781.85. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.
