Greene Board of Selectmen

Regular Meeting

January 9, 2012

Minutes will not become official until accepted at the next Regular Selectmen’s Meeting January 23, 2012.

 

Members present: Don Bedford, Tony Reny - Acting Chairman, Charles Noonan – Town Manager, Kevin Mower, and Sally Ann Hebert – Recording Secretary. 

 

Staff present:  None.

 

Members absent:  Ronald Grant – vacation; Mark Christman absent due to work.

 

Others present:  None.

                                     I.      Call to Order

 

Tony Reny, Acting Chairman, called the meeting to order at 7:00PM.

 

Mark Christman is absent working.

 

                                  II.      Public Discussion

 

None.

 

                                 III.      Acceptance of Minutes – December 12, 2011.

 

Kevin Mower motioned to waive the reading of the minutes, and to approve the acceptance of the minute’s dated December 12th meeting upon signature of chairman, Ron Grant. Don Bedford 2nd the motion. Vote was unanimous.  Motion passed.

 

                                IV.      Treasurer’s Report

 

Charlie Noonan reported a balance on hand after today’s warrant of

$ 802,341.59. Charlie reported the 3/12 and 6/12 budget amounts are reflected in this weeks treasurer’s report,

 

V. Roads

 

There have been a couple of rain/ice storms. The crew is replenishing the sand in the sand shed and brush cutting in between storms.  

 

 

 

 

                                VI.      Old Business

 

a.  Dispatch Meeting   

 

Charlie reported this committee is moving along. A draft agreement is being drawn up for review along with an inter-local agreement. The County rural patrol will also be dispatched from Lisbon.  

 

b.      Tax Liens

 

Charlie reported there has been more payment agreements signed.

The Board will not take any action until the end of the month.

 

c.       Tri-town Meeting December Thursday December 15 Turner

 

Tony Reny and Charlie reported the County Commissioners would not support the grant for dispatch equipment. The school has started the 2012-2013 budget process. Legislature is back in session to work on the bills left over from 2011. discussed who is going to the tri-town meeting.

VII.                 New Business

 

a        Town Report Bids

 

The Board reviewed the two bids received for the 2011 Town Report Book. Don Bedford motioned to award the printing of the 2011 Town Report Book to Park Street Press in the amount of $3,293. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

 

 

b.      County Tax

 

Charlie reported the county tax projected increase for 2012 is 1.93%.

 

c.       2012 Budget Meeting

 

Charlie reported the Budget Committee is meeting on January 19th. They plan to finalize the budget in one meeting.

 

 

 

 

d.      Credit Card Payment

 

The Board discussed the town processing credit card payments for transactions of motor vehicles, taxes. There is no cost to the town. It will be a convenience for the residents of Greene. Charlie is to come back to the Board with details on the costs and charges.

 

e.      Letter from Sabattus

 

The Board received a letter from the Town Manager of Sabattus for input to the Board of Selectmen in Sabattus regarding the upcoming Fish for A Cure fishing derby being held on January 28th on Sabattus Lake. Tony Reny will attend their meeting to express concern that attendees respect private property and do not park on both sides of Sawyer Road.

 

f.        Donation Request

 

The Board received a request from a resident for a receipt for donation of gym equipment he donated to the Greene Volunteer Fire Department. The Board took no action; the Fire Department will have to give a receipt.

 

g.      Audit

 

Charlie reported the auditor were he on Thursday and Friday. They have one to one and a half days left to perform the audit.

 

h.      Information Hearing – Schott/K & K Property Rt 202

 

This will be held on 1/11 6pm at the Town Office. The abutters have been notified. This is a hearing being held by DEP regarding Schott’s application to dig the pit below the water table.

Tony Reny announced Greene Dragons is hosting a fishing derby/outing on Hooper Pond February 11th with the Boy Scouts, Cub Scouts and Conservation Commission.

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 105 dated 12/19/11 of $ 5,200.44. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 106 dated 12/19/11 of $ 30,360.75.  Don Bedford 2nd

 the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 107 dated 12/26/11 of $ 6,087.68. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.   

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 108 dated 12/26/11 of $ 31,247.88. Don Bedford 2nd

 the motion. Vote was unanimous. Motion passed.
