Regular Meeting

Minutes will not become official until accepted at the next Regular Selectmen’s Meeting

May 7, 2012.

 

Members present:, Don Bedford, Tony Reny, Ronald Grant Chairman, Charles Noonan – Town Manager, Mark Christman, Kevin Mower and Sally Ann Hebert – Recording Secretary. 

 

Members absent:  None.

 

Staff present:  None.

 

Others present:  None.

                                     I.      Call to Order

 

Ron Grant, Chairman called the meeting to order at 7PM.  

 

                                  II.      Public Discussion

 

None.

 

                                 III.      Acceptance of Minutes – April 23, 2012

 

Tony Reny motioned to waive the reading of the minutes, and to approve the acceptance of the minute’s dated April 23rd meeting upon signature of acting chairman, Tony Reny. Mark Christman 2nd the motion. Vote for – Tony Reny, Ron Grant, Don Bedford, Mark Christman. Abstain – Kevin Mower. Motion passed.

 

                                IV.      Treasurer’s Report

 

Charlie Noonan reported a balance on hand after today’s warrant of

$ 123,230.47. Revenues and expenses look okay to date.

 

 

 

 

 

 

 

 

 

 

V. Roads

 

The Board discussed the work the sweeper did this year. There was a lot of sand on the roadways. The highway crew had the sweeper for 40 hours. They discussed to lease for a longer period of time next year.

 

Charlie reported the crew is working on North Line Road. The project should be completed in 3-4 weeks. College Road will be torn up to rebuild from Randall Hanson to Lane Road. The road will be reclaimed, cross culverts will be replaced, and drive culverts will be replaced. Todd Road and Coburn Road will be finished this year.

 

                                VI.      Old Business

 

a. Dispatch

 

There will be a meeting Monday evening at the Greene Town Office. Mark Christman motioned to have Ron Grant sign and send letter from the Town; to go with Lisbon. Tony Reny 2nd the motion. Vote was unanimous. Motion passed.

 

B Spirit of America Award

 

            The Board will make the presentation at the May 21st meeting.  

 

C. Parking Ordinance  

 

Mark has not gotten back to Charlie yet. Safety issue at Greene Central School entrance.

 

d.      School Budget Vote

 

Ron Grant reported that there were approximately 60 people at the School Budget Vote on May 1st. The School validation vote is Tuesday May 8th 1-7PM.

VII.                 New Business

 

a        Paving Bids

 

Charlie Noonan reported the paving bids have been sent out.

 

b.      PACE Ordinance

 

Tony Reny motioned to hold a public hearing for the PACE Ordinance on May 21st and a Special Town Meeting on June 4th Mark Christman 2nd the motion. Vote was unanimous. Motion passed. 

 

c.       AVCOG General Assembly Representative (Grant, Noonan)

 

The Board reconfirmed Ron Grant and Charlie Noonan to AVCOG General Assembly Representative.

 

d.      Other

 

Sally Ann Hebert on behalf of WGLT requested some equipment. Ron Grant said the request has to be made in writing for the next meeting.

 

e.      Executive Session

 

The Board briefly discussed Bob is still out at the Transfer Station One of the attendants is leaving soon and the other one in June.

 

Randy Ray is still out, waiting on new treatment.

 

Ad placed this week for new highway position.

 

Mark Christman motioned to accept Mike Lance resignation from Planning Board. Tony Reny 2nd the motion. Vote was unanimous. Motion passed. .

 

Susan Buzzell has been hired to replace Harry Childs. She will start next Monday.

 

                                            VIII.Appointments

 

None.

 

                                                  IX.      Committee Reports

 

Tony Reny gave a report on the Greene Village Day Committee meeting; the sub committees are moving forward. The next meeting is May 3oth at 6:30PM at the Greene Town Office.

 

Tony Reny gave a reported that the Greene Conservation Commission is meeting on May 8th at 6:30 PM.

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 33 dated 4/30/12 of $ 4,921.64. Mark Christman 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 34 dated 4/30/12 of $ 15,073.87.  Mark Christman 2nd

 the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 35 dated 5/7/12 of $ 5,627.71. Mark Christman 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 36 dated 5/7/12 of $ 36,195.30.  Mark Christman 2nd

 the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Julia Adams Morse Library Warrant # 9 dated 5/7/12 of $ 4,956.48. Mark Christman 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Cable Warrant # 7 dated 5/7/12 of $ 176.99. Mark Christman 2nd the motion. Vote was unanimous. Motion passed.
