Regular Meeting

June 4, 2012

Members present:, Don Bedford, Tony Reny, Ronald Grant-Chairman,  Charles Noonan – Town Manager, Kevin Mower, and Sally Ann Hebert – Recording Secretary. 

 

Members absent:  Mark Christman - work.

 

Staff present:  Bruce Tufts.

 

Others present:  None.

                                     I.      Call to Order

 

 

Ronald Grant called the Board of Selectmen’s meeting to order at 4:30PM.

 

                                  II.      Public Discussion

 

None.

 

                                 III.      Old Business

 

a. School Budget Vote

 

The Board discussed the outcome of the school budget vote yesterday.

 

B General Assistance Ordinance

           

Tony Reny motioned to enact the General Assistance Amendments. Mark Christman 2nd the motion. Vote was unanimous. Motion passed. 

 

C.           School Budget Vote

 

Ron Grant reminded everyone the School Budget vote is June 5th at 6PM at Leavitt.

 

The School Budget Validation Referendum Vote is June 12th from 6am-8PM at the Greene Town Office.

 

Tony Reny motioned to sign the school budget referendum vote warrant. Don Bedford 2nd the motion. Vote was unanimous.

 

                                               

d.      Other

 

Tony Reny motioned to approve $4,400 for cable expense. Mark Christman 2nd the motion. Vote was unanimous. Motion passed.

 

VII.                 New Business

 

a        Debit/Credit Card Payment Contract

 

Tony Reny motioned to authorize Charles Noonan to sign the contract with

AndroPay for debit/credit card payment. Mark Christmas 2nd the motion. Vote was unanimous. Motion passed.

 

b.      Tax Commitment

 

The Board will meet on June 13th at 4:30 PM to set the 2012 Tax Rate. The bills will go out on June 18th.

 

c.       MMA Legislative Policy Committee

 

Mark Christman motioned to support John Hawley to MMA Legislative Policy Committee; to have Charlie Noonan sign the form on behalf of the Board of Selectmen. Tony Reny 2nd the motion. Vote was unanimous. Motion passed.

 

d.      Other

 

None.

 

e.      Litigation

 

The Board discussed George Stanley still being in violation. Tony Reny motioned to direct Ken Pratt, CEO to proceed with action letter. Mark Christman 2nd the motion. Vote was unanimous. Motion passed.  

 

                                            VIII.Appointments

 

Tony Reny motioned to appoint the following as election clerks for two years until April 30, 2014. Democrat – Susan Dube, Rachel Goulet, Jocelyn Jervis, Helen Johnson, Elaine Knowles, Judith Marden, Louise Moreau, Joseph Perry, Cecile Randolph, Anita Roy-Vanoosten, Peter Vanoosten, and Carrie Warren.

Unenrolled – Marion Bubier, Cari Hebert, Nancy Jewett, Ronald Nadeau. Republican – Ruth Andren, Paul Bilodeau, Barbara Bubier, Glenice Bubier, Gretchen Bubier, Madeleine Cote, John Fogg, Margaret Gardner, Carol Lepage, Gail McGray, Jean Mower, Margary Nadeau, Loretta Perry and Eva Philbrook.

 

                                                  IX.      Committee Reports

 

Tony Reny reported the Greene Conservation Commission Scholarship to 4H camp at Bryant Pond to Kristen Rioux, Johnson. He thanked the town for their support and Annette Roy for organizing the presentation for Greene Central School.

 

Tony Reny reported that Greene Village Day met, there is a lot going on. The celebration will be held on Main Street this year. .

 

Ron Grant reported the following received scholarships for the Greene Community Scholarship Committee:

            Kasidy Ann Stevenson, Casey L Fichte, Jesse Rey Juntura for $1,000 each and Amber-A Bissonnette-Leduc for $500.

 

X. Assessment Questions & Abatements/Supplement

 

The Board had to sign the quit claim deed for the Michael Ray property on Lane Road to clear the old liens. There had to be signatures from all the Board of Selectmen.

                                                  XI.      Selectmen Acceptance & Signing of Weekly Warrant

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 41 dated 5/25/12 of $ 5,603.36. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 42 dated 5/25/12 of $ 12,816.09.  Don Bedford 2nd

 the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 43 dated 6/4/12 of $ 7,680.34. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 44 dated 6/4/12 of $ 30,528.25.  Don Bedford 2nd

 the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 45 dated 6/4/12 of $ 2,687.31.  Don Bedford 2nd

 the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Julia Adams Morse Library Warrant # 11 dated 6/4/12 of $ 1,509.97. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Ella Augusta Thompson Fund Warrant # 12 dated 5/25/12 of $ 71.85. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Cable Warrant # 8 dated 6/4/12 of $ 140.99. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.
