Regular Meeting

September 12, 2011

 

Minutes will not become official until accepted at the next Regular Selectmen’s Meeting September 26, 2011.

 

Members present: Don Bedford, Tony Reny, Ronald Grant - Chairman, Charles Noonan – Town Manager, Kevin Mower, and Sally Ann Hebert – Recording Secretary. 

 

Staff present:  None.

 

Members absent:  Mark Christman  - ill  

 

Others present:  None.

                                     I.      Call to Order

 

Ronald Grant, Chairman, called the meeting to order at 7:00PM.

 

                                  II.      Public Discussion

 

None.

 

                                 III.      Acceptance of Minutes – August 29, 2011.

 

Tony Reny motioned to waive the reading of the minutes, and to approve the acceptance of the minute’s dated August 29th meeting upon signature of chairman, Ron Grant. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

                                IV.      Treasurer’s Report

 

Charlie Noonan reported a balance on hand after today’s warrant of

$ 2,107,728.54. Charlie reported revenues are inline of budgeted amounts. Fuel budgets are squeezing. By at the time. There will be grant monies coming in for the Coburn Road project. There was a question about the bank fees being close at this time of the budget year.

 

                             V.      Roads

 

The lower culvert project on Coburn Road has been completed. The Highway Department is installing more cross culverts.

 

Wilkins Road has a lot of ruts and the Highway crew will fill in with reclaim.

 

Fema has been here to get Hurricane Irene damage estimates.

 

The Highway Department is working on paving where culverts were installed.

 

They are going to look at reclaiming Todd Road before winter.

 

                                VI.      Old Business

 

a.  Fire Truck   

 

 

The new truck is finished at the factory; should be delivered in Greene the 2nd week of October.

 

Charlie will be listing the old ladder truck on Craigslist and MMA>

 

b.      Cherry Pond

 

The public hearing will be held before the Greene Planning Board meeting on September 13th at 6pm. FPL and the Town of Greene are working on an agreement for parking and handicap area.

 

c.       Facility Usage Policy

 

The policy will be sent to GYAA for review with a date certain to get back to the Board of Selectmen after reviewing.

 

d.      Tri-Town Meeting  9/15

 

The Board will meet after the meeting on what to bring for the bbq.

 

e.      Other

 

None.

 

VII.                 New Business

 

a        Sawyer Road Closure

 

The Town has been notified that MDOT will be closing part of Sawyer Road to replace the guardrails by Sabattus Lake. Part of this project is to take out part of the ledge to fill in the other side of the road.

 

This section of road will be shut down for approx three weeks. There will be barricades and detours for one lane traffic only for residents.

The payment has to made prior to the release of data and the Request form has to be made out and signed by the requestor before the request is acted upon.

                                            VIII.Appointments

 

Kevin Mower motioned to appoint Michael Lance to the Conservation Commission. Tony Reny 2nd the motion. Vote was unanimous.

 

 

                                                  IX.      Committee Reports

 

Don Bedford and Ron Grant attended the meeting in Leeds with MSAD52 school board. This was a meeting with the new superintendent, how communication can work between the Superintendent Alberti and the Board of Selectmen. The Superintendent and school board are invited to the tri-town meeting on September 15th at Greene. .

                                                  XI.      Announcements

 

   Ron  read the announcements aloud.

 

   The schedule for the Board of Selectmen meetings till the end of 2011 are:

   October 17 and 31; November 14 and 28; December 5, 12, and 19.

 

                                               XII.      Selectmen Acceptance & Signing of Weekly Warrant

 

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 73 dated 9/02/11 of $ 7,637.64. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 74 dated 9/02/11 of $ 18,762.42.  Don Bedford 2nd

 the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 75 dated 9/12/11 of $ 6,239.50. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.   

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 76 dated 9/12/11 of $ 34,862.32. Don Bedford 2nd

 the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Julia Adams Morse Library Warrant # 18 dated 9/02/11 of $ 1,070.04. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Ella Augusta Thompson Fund Warrant # 9 dated 9/26/11 of $ 1,070.04. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Cable Warrant # 15 dated 9/12/11 of $ 87.50. Don Bedford 2nd the motion. Vote was unanimous. Motion passed.
