Greene Board of Selectmen

Regular Meeting

November 28, 2011

Minutes will not become official until accepted at the next Regular Selectmen’s Meeting November 28, 2011.

 

Members present: Don Bedford, Tony Reny, Ronald Grant - Chairman, Charles Noonan – Town Manager, Kevin Mower, and Sally Ann Hebert – Recording Secretary. 

 

Staff present:  None.

 

Members absent:  Mark Christman absent due to illness.

 

Others present:  None.

                                     I.      Call to Order

 

Ronald Grant, Chairman, called the meeting to order at 7:00PM.

 

 

                                  II.      Public Discussion

 

None.

 

                                 III.      Acceptance of Minutes – November 14, 2011.

 

Tony Reny motioned to waive the reading of the minutes, and to approve the acceptance of the minute’s dated November 14th meeting upon signature of chairman, Ron Grant. Kevin Mower 2nd the motion. Vote for the motion – Tony Reny, Ron grant and Kevin Mower. Don Bedford abstained. Motion passed.

 

 

                                IV.      Treasurer’s Report

 

Charlie Noonan reported a balance on hand after today’s warrant of

$ 1,337,589.26. The Board and Charlie discussed the electricity accounts for the town office, fire station and highway department.

 

                             V.      Roads

 

The highway department had a truck break down during the storm and one go off the road. The grader was put into service.

 

The highway foreman will look at the Todd Road after the rain storm to determine if anymore work will be done on this road before winter.

 

 

                                VI.      Old Business

 

a.  Dispatch Meeting   

 

Charlie attended the meeting at the Turner town office today. All the towns were there; no representative from Androscoggin Sheriff Department, Lewiston or Auburn. Charlie gave an overview of the meeting. Whatever way the Town of Greene decides to go with, will costs the town more. There will be equality between the costs to the towns. This should be resolved this year.

 

b.      Tax Liens

 

Charlie reported the list is down to one page to be collected or agreement made between the Town Manager and the Tax payer. The Board will not take any action until after the holidays.

 

c.       Fire Truck Sale  

 

Charlie and the Board discussed selling the old truck the highway department got from the fire department. This was previously used to water the dirt roads. There is no pump on this now. Now the Highway Department has an old pumper truck from the fire department that is used to water dirt roads and used to flush out culverts,

 

The board agreed to sell the old truck.

 

 

d.      Tri-town Meeting December Thursday December 15 Turner

 

The Board will meet with the Selectmen from Turner and Leeds at Turner December 15th with the School Board, Androscoggin Sheriff’s Department, and Legislature representatives.

VII.                 New Business

 

a        Hooper Pond Land Trust

 

Androscoggin Land Trust filed a sketch with the Town on the harvesting of the dead wood on the back side of Hooper Pond.

 

b.      2012  Budget

 

The Board of Selectmen will review the 2012 budget on December 5th at 6:30PM. .

None.

 

 

                                                  XI.      Announcements

 

Ron read the announcements aloud. The board of Selectmen will meet January 9 and 23, February 13 and 27, March 12 and 26, 2012. Tony Reny will be in to sign the year end warrants on December 30th. The Board of Selectmen will certify the year end on January 9th.  Budget Committee will meet on January 19 and 26th.

 

 

                                               XII.      Selectmen Acceptance & Signing of Weekly Warrant

 

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 93 dated 11/21/11 of $ 5,835.84. Tony Reny  2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 94 dated 11/21/11 of $ 27,131.88.  Tony Reny   2nd

 the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Town of Greene Payroll Warrant # 95 dated 11/28/11 of $ 6,694.49. Mark Christman  2nd the motion. Vote was unanimous. Motion passed.   

 

Kevin Mower motioned to accept and sign the Town of Greene Accounts Payable Warrant # 96 dated 11/28/11 of $ 32,265.69. Mark Christman  2nd

 the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Julia Adams Morse Library Warrant # 23 dated 11/28/11 of $ 31,294.24. Mark Christman  2nd the motion. Vote was unanimous. Motion passed.

 

Kevin Mower motioned to accept and sign the Ella Augusta Thompson Warrant # 11 dated 11/28/11 of $ 1,607.49. Mark Christman  2nd the motion. Vote was unanimous. Motion passed.

 

 

                                            XIII.      Adjournment

 

Tony Reny motioned that the Board enter executive session to discuss confidential records pursuant to 1 MRSA, Section 405, subsection 6(F). Kevin Mower 2nd the motion. Vote was unanimous. Vote was unanimous. Motion passed.

 

The Board entered Executive Session from 8:04 PM to 8:20 PM.

 

Tony Reny motioned to accept the poverty abatement 2011-2 for account 1727 and 1729 for 2009 taxes in the amount of $ 591.60; reminded the applicant that he is in violation of the junkyard ordinance. Kevin Mower 2nd the motion. Vote was unanimous. Motion passed.

The Board adjourned at 8:22 PM.
